Before the apartments were built a few years ago, the property was of record as OK to build a low income apartment there. However, the rents that were asked were higher than the going rates in Elma, and from what others have told me the apartments are small. There was frequently a sign hanging out, "apartment for rent" even when there were no other apartments available in Elma.
However, if the rents were lowered it would probably fill up and stay filled up. It is an attractive building--I just wouldn't want someone buying it and expecting say, $650 per apartment when you can get a good two bedroom duplex in Elma for the same price, with much more space.
